Skype is not FREE? Do I need to pay to call my cell phone?

I thought Skype was free? When i downloaded it, and i tried to call my cell phone, it asked me to buy skype credit? What am I doing wrong?

Skype is free for making Skype-to-Skype calls only.

You can buy a cell phone that allows to install Skype onto it and call it for free. Note that you will need to use Wi-Fi or 3G for Skype, so the additional charges from the provider of your Internet for you cell phone may apply.
