You may try to broadcast video from one of your cameras using freeware VLC player.

4-channel DVR with 4 CCTV cameras allows to switch between them. You may view such cameras remotely and record them using the DVR.

As for regular IP cameras I'm not really an expert in software for them. There should be web-site for web-cam that allow you to share your web-cam(s) with your friends and family only.

Another thing I can think of is remote computer management software that allows to manage your computer from a remote location. However I'm not sure whether such software can provide quality good enough for video broadcasting.
