HandBrake allows you to convert DVD-Video to PSP. Handbrake can convert VIDEO_TS folder, DVD image or real DVD (encrypted or unencrypted, but protection methods other than CSS are not supported and must be handled externally with third-party software like DVD Decrypter or AnyDVD, and some .VOB and .TS files.
There is also freeware PSP Video 9, and There is also a free youtube-psp converter i'm fond of here:
