Converting MP3 in console (linux): convert MPEG 1 layer III v2 to MPEG 1 layer III v1

I'm new user in this forum. (I rather speak english slightly)
I need convert (mpeg-2) mp3 (audio) to (mpeg-1) mp3 (audio) in console (linux), please help me.
Exemplary file and after errand result file :

MP3 is MPEG1 layer III, so it is hard to understand what kind of conversion exactly is needed.

in these codes v2=mpeg2, v1=mpeg1

I say again: MP3 is MPEG 1 layer III. And I don't really know the difference between v1 and v2. May be MP3 and MP3 Pro??? May be ID3 v1 and v2. Anyway you can try to convert both files using mencoder.
