Is it possible to downscale stream with ffmpeg?

Im trying to download this livestream with ffmpeg

and even though its working, im getting the output with skipped frames everytime as My 2mbit connection is not enough to buffer this 720p HD stream constantly. So My question is , is there anything I can do to download this stream using ffmpeg ( converting on the fly ) with my specified resolution or bitrate ??

Doesn'have any sense. The signal is always 720p so you connection download that stream in any case, conversion or not. If are you sure there aren't other m3u8 with low resolution there is nothing you can do, except download the stream and play it later.
