RELATIVE .TS LINK FROM M3U8 Hacking

Hello,
I am new to this forum. I have been doing some search on some to get the m3u8 links for me to watch some tv. I used URL snooper to capture the following URL from my android box. The link is working in the android box, but I can't use the link on my VLC player.
Can someone please help me on this?

Well, for starters, it throws a 403 forbidden error for me.
