Usually you should have a streaming server to broadcast streaming media content. You can install say free Shoutcast software and broadcast MP3, OGG, AAC audio streams. And you can post the links to these streams in a web board.
I've also seen an embedded flash player that can download media content in the same way that streaming media players receive media content. However this solution was not very good if you had too many vistors on your web-site.
