I think what he is asking is if the authors of GetFLV have some way of being able to detect the higher quality HD streams from the web interface of Hulu instead of needing to use Hulu Desktop which has been discontinued for about 1.5 years now and will most likely disappear in the future. I'm sure it means that you will need a paid Hulu account (they've dropped the Plus name as of a few weeks ago). I think the desktop may also be the reason the streams have such varying download rates and errors with being unable to download as Jinjoni is experiencing. I've had those problems too but it was usually solved by simply exiting the program and restarting it.
I have attempted to use another program which does see the higher quality streams once you are logged into Hulu, but it cannot download them. GetFLV is still the only program I know of that can consistently download successfully from Hulu.
One issue I continually have is trying to download a full HD movie using the 3100K stream. More often than not it will just stop somewhere near the last part of the movie, depending on the length of it. It's typically in the 70-90% range. Trying to pause and then restart it usually results in a failure.
So are the higher bitrate streams only available using Hulu Desktop?
