I suggest sending this to Streamlink team.

This is not something you pay for or log in sort of access,
I can see it in my browser like anything else, and cannot see it in VLC.

You can show this link to Streamlink, I think this is all they need to see.

To make post from confused more complete, "TEST" is TEST.bat, batch file I ran in cmd window.

Find in google some reading how to create and run batch file, batch file scripting and similar search terms.
