When you capture/rip/download a streaming video you get the exact copy. If the original has 15 fps, your recording will have 15fps. If the original has 25 fps, your recording will have 25fps.

Thank you....but would you have an idea of an "average" number??...or would you think it would be somewhere in the middle????ya think 25fps would be high???or would the quality dictate???

I have never analyzed this. I think it really depends on the quality of a particular broadcast. I have seen broadcasts with 15 fps and 25 fps. Other options that might be frequently used are 24 and 30 fps.

If one rips an NTSC DVD to MPEG-4, he/she usually gets a 24 fps or 30 fps video (unless he/she uses the inverse telecine). If one rips a SECAM or PAL DVD to MPEG-4 he/she usually gets 25 fps.

You can reduce the frame rate, but I don't really think it is needed for high-quality videos. Unless one needs to use much less frames, say 15 fps or even 1fps.

If you read some posts at doom9 you'll understand that this is nothing. Those guys know that much about video ripping that I can't get some things even after re-reading their posts slowly
