Looking for some kind of converter HDMI @60FPS to lower - HDCP

Hi,

My decoder output is 1080p@60FPS or720P@60FPS
I need some kind of hardware or software converter that will reduce 60 FPS to 30 FPS (or 24,25 FPS).

So the schema is:
TV Decoder (60FPS) <--- HDMI ---> CONVERTER HDCP <---HDMI 30 FPS---> CAPTURE CARD

Could you please point me what should I looking for?
