Live stream MotorsTV with VLC or S/MPlayer

Can someone help me live stream the following in VLC or S/Mplayer, i've tried switching out o- "49779228521568116296.flv" with both --quiet | "C:\Program Files\VideoLAN\VLC\vlc.exe" -
and --quiet | "C:\Program Files\SMplayer\mplayer\mplayer.exe" -cache 8192 - but nothing shows up
