Hello, cannot DL DRM licence, way around?

Hi there, im new here and a bit confused/angry. Me and my brother have shared the same music for years and owned many computers which we've copied it over to. I have just set up my new pc to find that i cannot copy any of our music anymore because according to microsoft, 'this licence cannot be downloaded because it has been downloaded 10 times'. This has really annoyed us, we dont want to buy all our music again. Another thing thats odd is he is able to download the licence to some of our music yet i cant.
What is wrong here? is there a way to get around this problem?

any help would be greatly appreciated

Kind regards, Will B

The workaround is to remove DRM from all legally purchased music files. Do not rely on companies including (especially? ) Microsoft. They come and go, shutdown their services,... You bought your music legally, so you should be able to use it on any device that you have.
