ERROR: rtmp server sent error

I tried to use this command but failed:

rtmpdump -r "rtmpte://e1a.vdo.vip.hk3.tvb.com/vi/20/2173/000000217238.mp4" -o tmp.mp4
The ERROR message:

Could someone please tell me what I should do to download the mp4 file?
