Try to use freeware Virtual Dub. I usually use it or AVS Video Remaker (http://all-streaming-media.com/edit-audio-video/AVS-Video-Remaker-Cut-unwanted-parts-and-remove-TV-ads-from-DVD-MPEG-124-video-files-without-re-encoding.htm) to remove commercials from MPEG-2 videos.

Just read the a guide or tutorial for Virtual Dub and AVS Video Remaker (http://all-streaming-media.com/edit-audio-video/AVS-Video-Remaker-Cut-unwanted-parts-and-remove-TV-ads-from-DVD-MPEG-124-video-files-without-re-encoding.htm). You shoudn't have any problems with this.
