I need to convert videos to a format that my portable devices support.
Is WinFF the best GUI video converter for Ubuntu 9.10 or any other Linux? Are there any better video converters?

You can also try AviDemux. You may also want to learn more abount using mencoder in the console (it is the best method of video conversion in Ubuntu 9.10 I have found so far).

Handbrake (http://all-streaming-media.com/convert-audio-video-files/HandBrake-free-DVD-to-iPod-DVD-to-PSP-converter.htm) allows to convert DVD and videos to MP4 and MKV. Handbrake supports MPEG-4 AVC (x264) and MPEG-4 ASP (ffmpeg). It has special presets for Apple iPod, iPod Touch and iPhone (although these devices are not Linux friendly :D ).
Handbrake is compatible with Linux, Mac OS and Windows.
