I am using the latest version of ffmpeg for windows: ffmpeg-20170807-1bef008-win64-static

THE video link is :
http://abc.go.com/shows/world-news-tonight/episode-guide/2017-08/02-080217-donald-trump-reluctantly-signs-bill-imposing-sanctions-on-russia

the m3u8 link is:
https://content.uplynk.com/60f9ed4e21544ac590c89067bf1d5088.m3u8?exp=15023525 19&ct=a&cid=60f9ed4e21544ac590c89067bf1d5088&iph=29ef6e3974f4c08ff251b851864b7ba495c55b201799fa a3955b0da83c91d61d&rays=jihgfedcb&euid=010CDAE9-09B0-43F5-95C3-83F97B209AC7_000_0_001_lf_01-06-00_NA&cdn=ec&stgcfg=datg&pp2ip=0&ddp=1&sig=759c256d1d4d99a713a2277a321926d9529e0523c851bd 3b37aec2cfebc0e979&ad.cping=1

the ffmpeg code I used is :
ffmpeg -protocol_whitelist "file,http,https,crypto,tcp,tls" -user_agent "Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/31.0.1650.63 Safari/537.36" -i "https://content.uplynk.com/60f9ed4e21544ac590c89067bf1d5088.m3u8?exp=15023662 65&ct=a&cid=60f9ed4e21544ac590c89067bf1d5088&iph=a2435ef1a79dae5ffc8a83537656061e5f1247ad6552a0 c35b418c2b8dac6f92&rays=jihgfedcb&euid=010CDAE9-09B0-43F5-95C3-83F97B209AC7_000_0_001_lf_01-06-00_NA&cdn=ec&stgcfg=datg&pp2ip=0&ddp=1&sig=9885fc90e9791cf46a6845e621dc7bfd80940e01eecff4 631a7d06f3ed4b2825&ad.cping=1" -c copy wn_170802.ts

and finally I get:
