What exactly do you want? Create a radio broadcast so that users can launch it from a flash player?

I am trying small project some of url like that emberded to my flashplayer.

It is easy to copy the HTML code of their player and use it on your web-site. But I don't really know how to get a Shoutcast MP3 stream get player in your own Flash player. You may read more about Shoutcast/Icecast and Shoutcast flash players to find out.
And you can always hire a web developer at a freelance marketplace (http://emoney.al.ru/outsource/) to create web applications and web pages for this. It will be cheaper and you can select an IT professional or a web-design company that posseses the skills you need. And you can rely on the feedback of other buyers that a freelance marketplace provides.

some sites are using dynamic codecs. for instance, mediaplanetaria.com, they play stream such as wmp, realaudio, quicktime, using the same skin. looking at the source codes, they bring the codec depending of the stream type. this is the future of internet radio players (i guess for live tv as well).

I think there should be one or two the most popular stream formats and protocols only, but they should be supported by any operating system including Linux, Mac OS and Windows, as well as by any portable and standalone player. It is too costly to stream 3+ or even more variations of the same content.
Returning to the question. It is possible to use an embedded flash player to play Icecast/Shoutcast stream. However there are some problems with memory leaks and browser crashes when playing Icecast/Shoutcast with a flash player, they can be solved though. These problems caused many content providers to switch to RTMP .flv (audio only) streams.
