I use FFMPEG to grab c span videos and looking at the xml for a video from today I find a new file name:

mp4:dynamic/5minute/20140912122448001_hd/20140912122448001_hd.MP4-D10.mp4

Anyone have any thoughts on what CSPAN is doing now?

After you said that I went back and look at the xml again - and they are have different bitrates and height videos so yes it seems they are serving better video.
