When I try to watch some of the free video streaming, my download speed is so slow that the program plays for 30 seconds, then stops while more of the program loads, plays that for 30 seconds, then stops again to load. Will any of the stream recording software listed (http://all-streaming-media.com/record-video-stream/all-streaming-video-recording-software.htm) take care of that problem?

Also try the following:

disable TCP/IPv6
install the latest version of your player (like Adobe Flash Player)
adjust MTU values

You can also use stream recording software (http://all-streaming-media.com/record-video-stream/all-streaming-video-recording-software.htm) to record audio / video streams and save them to your hd. Please note that you can only download on-demand streams, not live ones. Also some streams can't be recorded (you can always use screen video capture software (http://all-streaming-media.com/record-video-from-screen/), but it can only help you in case of a good Internet connection).
