Have you read the following thread?
How to connect DVR via internet to watch CCTV cameras from a remote place (static IP)
Also request the User manual for you AVC 783 on the vendor's web-site. If your DVR is made by AVTech, then visit www.avtech.com.tw (http://www.avtech.com.tw/)

It is easier to use than with a dynamic IP.
Am i best to try connect through a vnc?
I have no idea.

You should probably know that Remote access and desktop sharing software like LogMeIn makes your computer more exposed to hacker attacks. So I would use a native software for your DVR instead.

Native means that it comes with your AVC 783 DVR (or can be downloaded from the web-site of the vendor).

Many DVRs these days have a web interface. All you need to do is port forward port 80 to your DVR IP on your router and you will be able to see CCTV over internet.
It may help to register a dyndns address (dyndns.org) - it is easier to remember than your IP especially if you have a dynamic IP address.
